ESCI policy and future outlook presented by Alexandra Licht, Policy Officer, DG EAC, European Commission.

Finnish National Agency for Education organised ESCI Day Finland in Jyväskylä on 19 November 2025. The focus of the day was on European Student Card Initiative (ESCI) and its building blocks Erasmus Without Paper (EWP) and European Student Card (ESC). The purpose of the ESCI initiative is to digitise the documentation and management of international mobility processes and enable digital identification and digital transfer of mobile students’ information between higher education institutions.

SEAMK has been selected as Finland’s ESCI Champion in implementing EWP for 2025-2027 and had the pleasure to share the ESCI experience from the perspective of the International Office in panel discussion in ESCI Day. Erasmus Without Paper (EWP) development has begun at SEAMK since the initiative was introduced by the EU. SEAMK’s International Education Services team is actively monitoring the progress of the initiative and is committed introducing digital processes as systems and interfaces become available. SEAMK is managing Erasmus+ Inter-Institutional Agreements (IIA) and students’ Learning agreements digitally in mobility management system SoleMove. SEAMK has also implemented European Student Identifier (ESI) few years ago and recently started discussions about European Student Card (ESC) with student union SAMO, which is responsible for admitting student cards at SEAMK.

There were about 100 participants in ESCI Day Finland including representatives from the European Commission, the Finnish Ministry of Education and Culture, the Finnish National Agency for Education, higher education staff from international offices, student services and IT departments, as well as representatives of student organisations.

They ESCI Day Finland included keynote speeches, panel discussion and sessions on EWP’s current and prospects, the European Student Card, interoperability within university alliances, and the use of European Student Identifiers. The sessions highlighted ongoing efforts toward digitalisation, enhanced student mobility, and improved interoperability across Finnish and European higher education institutions.
